C. Promoting self evaluation

Self evaluation has been an integral element of the monitoring and evaluation requirements since 1986.

While one of the main current ECA commitments was to strengthen evaluation, OIOS observed that evaluation and self evaluation activities at subregional offices remain weak.

Adaptation was also a key element considered in the self evaluation.

In addition, a self evaluation had been undertaken by the Evaluation Office, using as benchmarks the new Norms and Standards for Evaluation in the United Nations System.

II.1 Managerial consensus on purpose and approach to the self evaluation

(a) Senior management needs to unequivocally emphasize self evaluation as a priority

There is agreement, however, that the major obstacles to self evaluation are an uneven commitment from programme managers shortage of time and resources and a lack of guidance, training and consistent monitoring of self evaluation.

Training in methods of evaluation and self evaluation should be arranged by the Office of Policy and Programme Coordination (paragraph 50) (SP 04 002 012).

Since 2003, UN Habitat has undertaken several initiatives to strengthen monitoring and self evaluation activities.

The central place where this self (over)evaluation meets the fewest obstacles is the financial market.

These norms and standards are now being applied in self assessments of each agency's evaluation activities.

The Working Group concluded that there are current gaps in the organizational learning process and shortcomings in the availability and quality of evaluation and self evaluation findings.

In addition, the authors of the Joint Inspection Unit report on managing for results stressed that self evaluation should constitute the backbone of any effective evaluation system .

Similarly, the Paper proposes that the self employed should be admitted after an evaluation of their business plans.

The measures being implemented will include improvements in data collection and monitoring systems and strengthening of self evaluation.

One important step in promoting self evaluation has been the incorporation of a specific section on evaluation planning at the subprogramme level, in the programme budget instructions issued in September 2004.

The self evaluation exercise looked at strengths and weaknesses and pointed to areas where the Office could be improved.

(c) Self evaluation should be seen as providing an opportunity for lesson learning and corrective action initiated by programme managers.

There has been no reported evaluation in the Central and South West Asia, North Africa and Middle East region, and no reported self evaluations.

The seminar's discussions will assist the Special Committee in making a realistic analysis and evaluation of the situation in the Non Self Governing Territories.

More than 100 evaluation plans were submitted to the Office of Programme Planning, Budget and Accounts by April 2005, covering approximately half of the subprogrammes in the Strategic Framework for 2006 2007 and containing some 200 topics for self evaluation.

The topics considered by the seminar will assist the Special Committee in making a realistic evaluation of the situation in the Non Self Governing Territories.
